i would like some advice/support -

i never received a letter that the bank account (and bank) had changed of the IBG/DUO
i have been paying back, every month neatly, euro 300 for the past 8 years
January 2013 my local bank (i live overseas) informed me that my payment December 2012 was rejected, reason being the account no longer existed...this was the first time i got a whiff that there is an 'issue'...i got the money back with a fee of euro 40...
hereafter i contacted the IBG/DUO who provided me their new account information
they also, friendly enough, informed me that they had not received a payment since October 2011
Baliff and/or collection agency fees + open IGB/DUO amounts are something i cannot afford with the regular payments
i have sent email inquiries about my account twice a year to the DUO/IBG since 2007, i so i have had regular contact - at no point in time was i told, in their reactions, that the bank had changed (nor was it in the footer of their emails)
They told me to get a DigiID...DigiID told me to get a BSN, i am not registered in NL anymore so i don't have a BSN, so no DigiID, so i can't log in.
all posted letters and forms have gone unanswered.
my last address change (when it was still IBG) was done via a scanned form submitted per email - now the DOW doesn't accept this anymore
I have not received any letters, payment confirmations and /or overviews in the past years

when it was IBG, it was to my feeling better...

I studied in NL and enjoyed it, the money was an investment to my education and i am profiting from the support/my education today. paying the IBG the money back is not a burden, and i am very thankful that this support exists.
It is a shame that i might have lost about 2 months gross income, will have a bailiff calling, and astronomic fees to pay

I would rather pay the fees to the IBG as extra payments towards my debt

can anyone suggest what i should do? not being in NL anymore makes life impossible and the DUO isn't really forthcoming with information.

p.s. phoning is futile, they forwarded me to 8 different people last time, the time before that i was on hold for 45 minutes @ US$ 1.25 per minute phone costs), the time before that they hung up on me, the time before that...
